Do the Summoned have certain markers--magical or biological otherwise--that tie them to a place and make them unable to leave without permission, covert or otherwise. Viktor is less squeamish about the blood than other people might be, both because of his friendship with Alucard and his own magical dabbling, though he certainly didn't offer it to the vampires when asked.
